This verse is written in Mahabharata, Discipline Festival, Chapter 117 - Danadharmaparva. Its meaning is as follows: -

This means that non-violence is the best religion. That is the perfect sense of grace. Ahimsa is the best charity, it is the best meditation. Ahimsa is the best sacrifice and that is the ultimate achievement. Ahimsa is the supreme friend, and that is the ultimate happiness.
