This verse is from the Bhagavad Gita, Chapter 6, Verse 38. It is written in Sanskrit and translates to English as follows:
kachchin nobhaya-vibhraṣhṭaśh chhinnābhram iva naśhyati
apratiṣhṭho mahā-bāho vimūḍho brahmaṇaḥ pathi || 38 ||
English translation:
Arjuna says, "O mighty-armed one (Sri Krishna), does a person who is neither stable in worldly life nor successful in spiritual practice perish like a cut cloud? Does his state become unstable and confused and disappear on the path of Brahman?"
Explanation in detail:
This verse is taken from the sixth chapter (dhyaya yoga) of the Bhagavadgita. In it Arjuna expresses a very deep and inquisitive question arising in his mind. He asks that if a sadhak is not able to remain steadfast on the path of his sadhana and is also cut off from worldly life, does his condition become like a cut cloud, which cannot stay anywhere and ultimately perishes?

Vimudha:- Confused, suffering from ignorance.
Brahman: Pathi: – On the path (spiritual path) of Brahma.
